Open source in government: creating the conditions for success — Public Digital
Open source software can be a powerful lever for change, giving teams greater flexibility on how they solve problems and develop services based on users’ needs.
This report, and the Open Source Software Capability Model for Governments that it includes, aims to help decision makers build a common understanding of their governments capability, enabling them to invest in the conditions for success.
To ensure the report reflects the experience of those implementing open source software, we interviewed stakeholders across four continents, from government decision makers, technical experts, funders and people delivering digital services to citizens. A big thank you to all who took the time to speak with us, provide feedback and share their experiences so honestly and openly. Thank you also to all those who attended the open source session discussing the report at this year's Digital Services Convening (an annual event hosted by the The Ash Center at the Harvard Kennedy School of Government and Public Digital).

A number of health systems have scored impressive gains in improving outcomes and patient satisfaction and lower costs by applying the Toyota Production System (TPS) to redesign “lean” clinical and administrative processes, eliminating waste and boosting quality. But in all too many cases, when the leader who championed TPS left his or her organization, these efforts began slipping. We know this firsthand: This happened at Wisconsin-based ThedaCare. When one of us (John Toussaint) left in 2008, its performance in terms of quality (as measured by the Centers for Medicare & Medicaid Services’s metrics for Next Generation accountable care organizations) fell from best in the nation to middle of the pack.

KEY POINTS GitHub, GitHub’s parent company Microsoft and OpenAI have teamed up to deliver a tool that comes up with source code for programmers to use as they work. The system can make recommendations in almost any programming language, although it works best with the popular JavaScript, Python and TypeScript languages. Games Can Make You a Better Strategist
Play has long infused the language of business: we talk of players, moves, end games, play books and so on. And now we hear often about the “gamification” of work—using elements of competition, feedback and point scoring to better engage employees and even track performance. Even so, actual games are still taboo in most organizations—the stereotype of the work-avoiding employee cracking new high scores in Minesweeper has given gaming a bad name. And the corporate executive playing games to improve his or her strategy-making skills is still rare. This is unfortunate. We think that games have an important place in cultivating good strategists, and that now more than ever games can give executives an edge over their competition.
